Issues with test plates for pressure vessel manufacturing products

It is a horizontal tank pressure vessel with two sections whose shell thicknesses are 12 mm and 18 mm. The drawings require the production of test plates; which thickness should be used for the test plates? Or do all of them? Please ask the experts for advice! !

If the same welding procedure qualification, the same welding process, the same welding method, the same welding conditions, and the same materials are used, why can’t the two be considered equivalent to each other? My view is that as long as the conditions are met, one piece is sufficient; it can be made thick or thin.
Given the relationship with the Special Inspection Agency, it’s fine to do two of them. Just do it and see if the inspection can be passed!
I think it’s the other way around; the attachment contains the requirements of the 1999 version of the specifications and those of the 2009 version. Version 16 of the tolerance specifications does not specify the number of test specimens.
Whether the same weld evaluation is referenced should be used as the basis for determining whether a test plate is required.
