Article 44: Boiler users shall carry out treatment of boiler water (medium) in accordance with the requirements of safety technical specifications, and shall undergo regular inspections by special equipment inspection agencies. Boiler cleaning should be carried out in accordance with the requirements of safety technical specifications, and subject to supervision and inspection by special equipment inspection agencies. Interpretation of the provision: This article stipulates that units using boilers must undergo supervision and management with regard to the treatment of boiler water (media) and the cleaning of boilers. I. Requirements for the treatment of boiler water (media). It is essential to be familiar with and understand the quality of water (media) used in boilers as well as the potential hazards it poses to these boilers. In accordance with relevant safety technical specifications, it is necessary to carry out timely treatment of the boiler water (media) and any required chemical treatments inside the boiler; this is crucial for ensuring that the boiler can operate safely, economically, reliably, and stably, while producing qualified output media. Currently, there are some relatively prominent issues regarding water quality management in boilers (especially industrial boilers). First, in terms of water treatment equipment, there are issues such as inadequate water production capacity due to improper selection of equipment, mismatch with the local water quality, as well as low utilization rates and poor maintenance during daily use ； Secondly, regarding water treatment personnel, there are issues such as an insufficient number of staff, as well as knowledge structures and overall competencies that do not meet the required standards ； Thirdly, in terms of water quality supervision, due to insufficient attention, inadequate systems, and lax management, the water quality fails to meet requirements, leading to severe scaling in boilers. This not only reduces the efficiency of the boilers but can also result in safety accidents. To strengthen boiler water treatment and water quality supervision, this law explicitly requires boiler users to carry out treatment of boiler water (media) in accordance with the requirements of safety technical specifications, and to undergo regular inspections of such water (media) treatment conducted by special equipment inspection agencies. The above requirements clarify the responsibility of the users to carry out water treatment in accordance with relevant regulations, and they also provide a legal basis for conducting regular inspections of boiler water (medium) treatment. They play a positive role in promoting the institutionalization and standardization of boiler water quality supervision. II. Supervision and inspection of the boiler cleaning process: The boiler cleaning process has a significant impact on the safety and efficiency of boilers. During boiler cleaning, it is necessary to choose the correct methods and procedures to ensure effective cleaning while preventing damage to the boiler. In the past, due to a lack of supervision over boiler cleaning, accidents occurred frequently in which the boilers were damaged or even rendered unusable as a result of the cleaning. Therefore, this law explicitly requires units engaged in boiler cleaning to carry out such cleaning in accordance with the requirements of safety technical specifications, and to undergo supervision and inspection of the cleaning process by special equipment inspection agencies, in order to ensure that the cleaning is carried out safely and effectively.
