Hello everyone, I would like to ask you about some compliance issues related to special equipment in the chemical industry. Pressure vessels, pressure pipelines, safety accessories, etc., are classified as special equipment. In China, an licensing system is employed for their administrative management. The equipment is a skid-mounted unit that contains the aforementioned components. I’m facing two problems right now. 1. The equipment has already been manufactured abroad and is about to be imported, but pressure vessels and similar components do not have domestic SELO certification. Foreign equipment is certified according to the European CE-PED standard. For customs clearance as well as on-site installation and commissioning of the project, it’s inevitable to work with the local special inspection agency. What preparations do I need to make in advance? Foreign products are certified under PED; is there any mutual recognition with domestic standards? Is it enough to submit a compliance statement and a comparison table to pass? Specifically, are there any official documents in China that provide instructions on this matter? Since the equipment has already been manufactured abroad, it’s too late to change the pressure vessel supplier now. Thank you! Does anyone have any good suggestions for this? 2. If such equipment is to be assembled into skids in the domestic market and then sold to local customers. What kind of production qualifications are required to apply to the Special Equipment Licensing Office? The components of the skid-mounted unit, including pressure vessels, pipes, instruments, etc., are sourced from external suppliers; only integration (assembly) and testing are carried out in its own factory. Is it sufficient to apply for the manufacturing of pressure pipeline components – component assembly devices? Assume that the assembly relationships are threaded connections and flange connections. For the production process, it is necessary to contact the Provincial Technical Supervision Bureau where your company is located in order to arrange for supervision and inspection; for those cases without such inspection, it is required to contact the Provincial Technical Supervision Bureau after the equipment arrives to arrange for an inspection. For specific operations, the department should contact the Provincial Bureau of Technical Supervision or the Provincial Special Inspection Institute directly.

For specific details, please contact the market supervision bureau (formerly the technical supervision bureau) where the equipment’s owner is located. It’s not the market supervision bureau at the port.

Imported products also require domestic special inspections, and similar to ASME requirements apply to domestic exports. Personally, I think this is a barrier meant to restrict imports from abroad and protect domestic industries in the same field.
