When a pressure vessel is completed and undergoes a hydrostatic test, does it need to have a safety valve installed?
Airtightness is required! No water pressure needed!

It is only specified that a safety valve must be installed for the airtightness test; one is not required for the pressure resistance test. Safety must be taken into account during the pneumatic test, and emergency plans should be established.
Do not install for hydrotesting. Only install a safety valve if it is airtight.
The safety valves mentioned here are different from the ones designed for this purpose; the latter are installed in accordance with the operating conditions as a protective device for pressure testing, to prevent overpressure
