In Annex A of TSG 21-2016 \"Regulations on Safety Technical Inspection of Fixed Pressure Vessels\", which deals with the classification of fixed pressure vessels, provisions are made regarding how such classification is to be carried out: after determining whether the medium belongs to Group 1 or Group 2, it is determined which category of pressure vessel it falls into by using the design pressure p and volume V to identify the corresponding coordinate point. The question now is: since it is determined based on the medium category and pV as to which category of vessel it belongs to, if it is classified as a Category III vessel based on the shell side and as a Category II vessel based on the tube side, then which category of pressure vessel does this heat exchanger ultimately belong to? I think it has little to do with whether it is Category II or Category III; essentially, it’s different parameters such as pressure and size, which result in different requirements for the manufacturing process. This is just my personal opinion, as I’m new to this field.
