The user of the pressure vessel or the party commissioning the design shall submit the design requirements for the vessel in written form to the design agency, which shall include at least the following: a) the main standards and codes upon which the vessel design is based； b) Operating parameters (including operating pressure, operating temperature range, liquid level height, pipe connection loads, etc.) ； c) Location of use of the pressure vessel and its natural conditions (including ambient temperature, seismic design intensity, wind and snow loads, etc.) ； d) Medium components and properties ； e) Expected service life ； f) Geometric parameters and nozzle orientation ； g) Other necessary conditions required for the design. It specifies the various basic documents that users need to provide to the design agency, with particular emphasis on providing the expected service life; this is of great importance for the design of the container’s service life, subsequent in-service inspections, and the assessment of its remaining useful life.
a) The main standards and specifications on which the container design is based； Article 1 does not require the client to provide it; only the following six articles need to be provided.
The first point is logically incorrect; the standards and technical specifications that the commissioned design firm must follow are not determined by the client. These standards and specifications are mandatory and must be adhered to, while whether to raise the standards depends on other criteria, to be decided by the design firm itself.
This is explicitly required by the regulations!
Personally, I think the first item should be the responsibility of the design firm.
