A three-level assessment system comprising teams, workshops (departments), and the company was put in place. Equipment maintenance is regarded as a key aspect of equipment management and is linked to performance-based bonuses; the assessment criteria have been detailed in accordance with relevant standards, and the Mechanical Department conducts monthly evaluations of the progress made by each unit. The assessment is objective and impartial, serving to motivate those who perform well and hold back those who do not. In this way, the management and maintenance of equipment are carried out in an orderly manner, resulting in a standardized and systematic management system with defined goals for management, standards for work, and evaluations of performance. Image management should be carried out on a regular basis, as should equipment maintenance. Based on the establishment of relevant mechanisms, we integrate the tasks and standards related to maintenance into equipment management activities, ensuring that such maintenance work is carried out in a quality-driven, quantifiable, tangible, and effective manner, thus making equipment maintenance a routine practice. Image 1: First, carry out the “team responsibility activity” in the form of designated responsibility areas. Based on the allocation of production positions and maintenance personnel, responsibility areas were defined, and aircraft maintenance teams composed of personnel from mechanical, electrical, instrumentation, and operation fields were established. Unit-based activities were carried out under the “five guarantees” framework, which included “guaranteeing primary and secondary maintenance,” “guaranteeing inspections,” “guaranteeing leak repairs,” “guaranteeing rectification of potential hazards,” and “guaranteeing management.” Thanks to the clear responsibilities and defined standards of the maintenance team, primary and secondary maintenance tasks, as well as minor issues, can be handled within the team itself. The level of equipment failure rate is an important indicator reflecting the technical quality of the equipment, as well as the quality of its maintenance. Therefore, we carried out activities to monitor equipment failure conditions in the firing, manufacturing, raw material, and electrical and instrumentation workshops. A team for monitoring equipment failure conditions was established, consisting of workshop supervisors, technical personnel, and experienced maintenance and operators, who regularly analyze equipment operation and failure conditions to develop contingency plans. At the same time, the Mechanics Department established a company equipment failure analysis team. Responsible for the analysis and resolution of failures in various types of equipment across the company, as well as those that are particularly complex, achieving good results and effectively improving the technical condition of the equipment. Image Third, implement the \"three-level four-inspection\" system to reduce equipment failures. “\"Level 3\" refers to the three-level inspection of equipment by the company, workshop, and team. The four types of inspections are the monthly inspections carried out by the company’s Maintenance Department, the weekly inspections in the workshops, the daily inspections performed by equipment management personnel and maintenance workers, and the spot checks conducted by operators at their posts. Under the “three levels and four inspections” system, professional managers from the Maintenance Department go to the site on a daily basis to inspect and supervise the daily checks as well as equipment maintenance carried out by the workshop’s equipment managers and technicians, thereby guiding employees to abide by rules and regulations and strictly follow operating procedures. During inspections, equipment managers and maintenance personnel use their human senses to \"listen to, touch, examine, observe, and smell\" the operating equipment in order to inspect key areas. Use the method of \"examining its appearance, observing its shape, smelling its scent, listening to its sound, and feeling its temperature\" to identify and analyze potential faults in equipment. Three key points were focused on for the lubrication of the equipment: first, clarifying responsibilities and establishing lubrication standards, ensuring the implementation of the \"five fixings\", namely: fixing the personnel responsible, the timing, the locations where oil should be applied, the amount of oil to be used, and the quality of the oil. First, the personnel on duty were made aware of the lubrication points and types of lubricants for the equipment involved, and this information was displayed on walls in chart form, ensuring that each point was under proper supervision and every task had a designated responsible person. Second, four lubrication stations were set up in areas where equipment is concentrated, and the necessary lubrication tools were provided and made available there. Lubricating oil undergoes three levels of filtration: from large containers to smaller containers, from those smaller containers to oil pots, and from the oil pots to the lubrication points of the equipment; thirdly, an assessment system has been established. Thanks to the implementation of these three aspects, the company has not experienced any equipment lubrication-related accidents caused by poor oil quality, inadequate oils, or insufficient lubrication over the years. Fifth, strictly implement the shift handover system to reinforce the standards for equipment maintenance. To consolidate and maintain standards for equipment maintenance, a strict handover system is implemented in equipment management, adhering to the principle of \"five handovers and three non-handovers\". The five reports include: reporting on production and work progress, as well as on the operation and usage of equipment; reporting on safety hazards, preventive measures, and accident handling; reporting on the status of three-level filtration, as well as any leaks or spills. “The “three no-handovers” principle means: do not hand over the equipment until any accidents related to it have been resolved; do not hand over the equipment if its issues are not clear; do not hand over the equipment if its cleanliness standards are not met. In the raw material processing workshop, there are crushers and belt operations; in the packaging and drying workshops, there are corresponding packaging and drying tasks; in the clinker firing workshop, there are clinker lift operations. Due to the significant differences in working conditions and high levels of dust, equipment maintenance and cleaning require a lot of effort. It takes over an hour to carry out equipment maintenance at the end of each shift, yet the workers never complain and proactively complete all the tasks assigned to them, ensuring that the shifts are handed over in a tidy and standardized condition. In carrying out equipment maintenance, the principle of combining treatment with management is adhered to; improving the operating environment is regarded as a key task. Areas such as workstations, the surroundings of equipment, buildings, and dust-generating sites are organized and improved, thereby ensuring that the operating environment remains clean and tidy. Among the five key elements of enterprise management, people are the most crucial element. Only by leveraging people’s initiative can effective equipment maintenance be ensured; therefore, in the maintenance of equipment, updating employees’ mindsets and improving their technical skills are always regarded as important tasks. A major discussion was held among employees on the theme of “Reducing equipment failures means improving efficiency.” Shift the employees’ mindset from \"I need to be told to take care of the equipment and maintain it properly\" to \"I want to take care of and maintain the equipment myself\". In bringing about this shift in mindset, emphasis was placed on overcoming the attitude among employees of simply keeping the equipment running as long as it isn’t broken, as well as the low standards of being satisfied with slow progress year after year. Instead, efforts were made to continuously carry out activities of \"examining, identifying, and finding\" potential problems and defects in the equipment within one’s responsibility area, as well as to \"rectify, address, and improve\" those issues. Effective equipment management requires not only enhancing employees’ awareness but also developing and improving their skilled operational and maintenance techniques; it is only through the integration of these two aspects that employees can fully play an active role in equipment management and maintenance tasks. Regular training is provided for equipment operators and maintenance staff on a workshop basis. At the same time, continuous on-the-job training activities are carried out, with training cards established for maintenance and production positions. Training is provided for those responsible for equipment operation and maintenance on the knowledge and skills required, as well as through on-site simulations of equipment failures, so as to continuously improve the professional competence of these personnel in their daily work. In the management and maintenance of equipment, whether leadership pays attention is crucial. Leaders at all levels work together to ensure proper management; the top officials take charge and oversee the process personally, while various departments in the workshops include equipment maintenance as an important part of their management tasks. It is these specific tasks that have led to certain results in equipment maintenance.
