Once those qualifications are verified, the procurement department is responsible for purchasing special equipment that meets the safety technical specifications, and such equipment shall be manufactured by a unit holding the appropriate manufacturing license. 3. Elevators that are suitable for the building structure and usage requirements, comply with relevant ** and provincial standards, and meet the needs related to emergency rescue, fire protection, barrier-free access, and traffic flow should be purchased. After the special equipment is purchased, the department responsible for its use organizes relevant technical personnel, the procurement department, and the safety management department to inspect and verify the equipment’s accompanying technical documents as well as its visual quality. Before commencing construction, the installation unit shall go through the procedures for notifying the special equipment safety supervision department as required. Special equipment shall not be installed without prior notification. For special equipment that does not require installation, the user entity shall itself submit a notification to the regulatory authority responsible for special equipment safety. 3. During the installation process, the entity using the special equipment shall ensure proper safety management at the installation site, check that the safety precautions put in place by the construction party are adequate, prevent unauthorized personnel from entering the site for work, and avoid situations where people work without the necessary qualifications. 4. The installation unit shall apply to the special equipment inspection agency for an installation supervision inspection. For special equipment that is subject to pre-commissioning inspection or initial inspection, the user entity shall apply to a special equipment inspection agency for such inspection. The user entity shall designate a unit with the appropriate licensing qualifications to be responsible for the renovation work, and shall verify the qualifications of the personnel entering the site to carry out the work. 3. The modifying unit shall apply to the special equipment inspection agency for a supervision inspection of the modification. The modified forklift undergoes its first inspection. 6. After the renovation is completed, the user unit conducts an acceptance inspection of the special equipment. Upon successful acceptance, the renovation unit shall deliver the special equipment to the user unit and transfer the relevant technical documents and materials to the user unit within thirty days. The user entity shall file it in the safety technical archive of such special equipment. 7. The modification of lifting machinery must also be carried out in accordance with the provisions of the \"Safety Technical Specifications for Lifting Machinery\" and its amendments. (III) Repair of special equipment: 1. Before repairing special equipment, thorough feasibility studies must be conducted, and a qualified design firm should be commissioned to carry out the repair design. 2.
