(1) General version: Special equipment poses a high level of risk, and ensuring its safe operation is crucial for protecting the lives and property of employees in enterprises. As the primary responsible party for the safety of special equipment, it is an undeniable duty for enterprises to ensure its proper operation. To standardize the safety management of enterprises and ensure the safe use of special equipment, in accordance with the requirements of laws and regulations such as the Special Equipment Safety Law, the Work Safety Law, and the Jiangsu Province Special Equipment Safety Regulations, our organization hereby makes the following commitments: (1) We take full responsibility for the safe operation of the special equipment in our organization, with the principal person in charge being the primary person responsible for the safety of such equipment. (II) Establish a safety management organization as required, or appoint full-time (part-time) safety management personnel for special equipment ； Establish and improve safety management systems for the use of special equipment, safety responsibility systems for specific positions, as well as safety operating procedures, and ensure their strict implementation. (III) Use special equipment that meets the requirements of safety technical specifications, and complete the registration procedures in accordance with the Special Equipment Safety Law. (IV) In accordance with the requirements of safety technical specifications, apply to a special equipment inspection agency for a regular inspection one month before the expiration of the valid period of the qualified inspection results for such special equipment, and refrain from using equipment that has not undergone a regular inspection or has failed such an inspection. (5) Provide employees with training on safety knowledge related to special equipment in accordance with the law, and ensure that personnel operating such equipment hold the required certificates to work ； Inform employees about the dangers and hazards present in the workplace and at their jobs, as well as the preventive measures and emergency response procedures in case of accidents. (6) Establish safety technical records for special equipment as required, carry out regular routine maintenance on such equipment, and conduct periodic inspections. (7) In the event of a malfunction or abnormal condition in special equipment, a thorough inspection should be carried out to eliminate potential accident hazards ； Those with serious accident hazards, no value for renovation or repair, or meeting other conditions for scrapping as specified by safety technical standards, should be scrapped promptly and the cancellation procedures carried out. (8) Formulate emergency rescue measures for accidents and organize drills at appropriate times ； Establish a monitoring system for key equipment, and strengthen the management of special equipment classified as major hazard sources as well as other equipment prone to accidents ； Establish an accident reporting system to ensure that accidents are reported immediately to the special equipment safety supervision authorities and relevant departments upon occurrence; at the same time, take timely rescue measures to prevent further disasters, and actively cooperate with the investigation and handling of such accidents ； Ensure the necessary investment in safety. (IX) Regularly report to the special equipment safety supervision authorities on the implementation of the main responsibilities and management systems related to the safe production of special equipment, investment in safety measures, safety training, the establishment of safety standards for the use of special equipment, the identification and resolution of potential hazards, emergency management, as well as any accidents that occur involving the special equipment produced or used. (10) Voluntarily accept the supervision, inspection, and guidance from the safety supervision departments for special equipment, and implement the safety management requirements put forward by such departments. Voluntarily cooperate with the investigation and handling of related safety incidents. Our unit will strictly abide by the above commitments and voluntarily accept supervision from employees, the public, the media, and relevant authorities; in the event of any violations, we will assume corresponding legal responsibilities. (II) Version for gas cylinder filling units In accordance with the requirements of laws and regulations such as the Special Equipment Safety Law, the Work Safety Law, the Jiangsu Province Special Equipment Safety Regulations, and the Technical Regulations for Gas Cylinder Safety, our unit hereby makes the following commitments: (I) We take full responsibility for the safe operation of our special equipment; the person in charge of the unit is the primary person responsible for the safety of such equipment. (II) Establish a safety management organization as required, or appoint full-time (part-time) safety management personnel for special equipment ； Establish and improve a quality assurance system for cylinder filling, safety management systems for the use of special equipment, job-specific safety responsibility systems, as well as safety operating procedures, and ensure their strict implementation. (III) Use special equipment that meets the requirements of safety technical specifications, and complete the registration procedures in accordance with the Special Equipment Safety Law. (IV) Install information labels such as barcodes and QR codes on the gas cylinders as required, enter the information into the gas cylinder information management system, and ensure the accuracy of the information entered for the gas cylinders ； (5) Conduct inspections before and after gas cylinder filling as required, and keep records as specified ； (VI) All personnel involved in gas cylinder filling and management must undergo training and hold relevant certificates to work ； (7) Do not fill bottles without identification labels, expired bottles, or scrapped bottles; do not repair, modify, or refurbish gas cylinders; do not mix or overfill them ； (8) Fill the gas cylinders only after scanning the information-based identifiers such as QR codes in strict accordance with the requirements of the filling interlock system ； (IX) Only fill own bottles or entrusted bottles ； Non-free bottles should be replaced in accordance with the requirements of the relevant departments ； (10) All gas cylinders shall be sent to the designated inspection agencies for inspection in a timely manner as required, and those that do not meet safety standards shall be delivered to such agencies for disposal ； (11) Regular inspection of pressure vessels such as liquid storage tanks, as well as periodic calibration and verification of safety accessories and measuring instruments such as safety valves, pressure gauges, and leak detection devices ； (12) Responsible for informing gas users about safe usage practices and the requirements regarding hazard warnings, as well as for attaching warning labels and filling labels to the cylinders being filled ； (13) Ensure the necessary investment, strengthen management, and maintain filling conditions in compliance with relevant legal requirements. Our unit will strictly abide by the above commitments and voluntarily accept supervision from employees, the public, the media, and relevant authorities; in the event of any violations, we will assume corresponding legal responsibilities.
