Design of overflow pipes for atmospheric pressure tanks/containers

As the title suggests, for the design of the overflow pipe in a pressure vessel or container at atmospheric pressure, is it better to have it at a 45-degree angle or horizontal? See Figures 1 and 2. Everyone is welcome to discuss.
A 45-degree overflow tube design is better, as it can effectively prevent liquid from overflowing directly from the tube opening and causing losses, while also aiding in gas discharge and preventing contamination. Horizontal pipes are prone to clogging and difficult to clean. .
