Basic principles for formulating TSG 21-2016, the Code for Large Pressure Vessels: 1. Based on the seven existing codes for pressure vessels, these codes were merged and their logical relationships were streamlined; the basic safety requirements were unified and further clarified to create a comprehensive code for fixed pressure vessels. 2. Adjust the scope of application in accordance with the catalog of special equipment, and standardize the classification of fixed pressure vessels. 3. Adjust the administrative licensing requirements related to various stages in light of the reforms in administrative licensing. 4. Compile relevant documents issued by the General Administration of Quality Supervision, Inspection and Quarantine in recent years regarding the safety supervision of pressure vessels; summarize the specific issues that arise during the promotion and implementation of the \"Safety Technical Supervision Regulations for Fixed Pressure Vessels\"; collect online inquiries; add corresponding content; and focus on addressing the current prominent problems. 5. Expand the range of materials, focusing on addressing the technical requirements for materials used in cast steel and cast iron pressure vessels (safety factors, chemical composition, mechanical properties, and application scope), and add technical requirements for high-strength steel materials used in non-welded bottle-type vessels. 6. Describe each stage of fixed pressure vessels in separate chapters. The boundaries of each stage should be made as clear as possible, and the corresponding primary responsibilities should be defined (for instance, it should be specified that technical requirements such as the test medium, pressure, temperature for pressure tests, non-destructive testing methods and their application rates, and heat treatment shall be proposed by the designer and included in the relevant design chapters). 7. Clarify the relationship between regulations and standards, consolidate and refine the basic safety requirements for fixed pressure vessels, and place certain detailed technical specifications in the corresponding product standards.
