Problems with the design of manhole locations

I am designing a single-phase hydrocarbon storage tank (horizontal tank). Due to height constraints, I would like to locate the manhole at the head; is this possible? I would appreciate some guidance from experienced experts. Thank you!
It can be installed on the cover; if the overall diameter is large, consider adding a ladder inside
