Questions regarding the material warranty certificate under Regulation 16

I would like to ask: for example, this year I’m 17 years old, and I’m using a warranty certificate from 13 years ago. Of course, that original warranty certificate didn’t have a QR code or barcode. I was wondering if it’s acceptable to use it; is it required only after the official implementation of these regulations, or can the old certificates still be used?
Actually, the purpose of QR codes or barcodes is to prevent counterfeiting; it’s better to have them, but what else can be done if they’re not available? Anyway, even among the steel pipes we’ve purchased, there are still many units that cannot provide informational markings.
It can no longer be used; the General Administration of Quality Supervision, Inspection and Quarantine has issued a document (Document No. 46) explaining the issues related to the transition period. I. Requirements regarding the transition period (1) As of October 1, 2016, entities responsible for the design, manufacturing, modification, and repair of fixed-pressure vessels must comply with the “New Fixed-Pressure Vessel Regulations” when entering into contracts with clients. (II) Pressure vessels for which contracts were signed prior to October 1, 2016, or that were put into manufacturing by cutting materials in accordance with the \"original regulations\", can still be manufactured and subject to supervision and inspection in compliance with the technical specifications stipulated in the contracts and the provisions of the \"original regulations\". (III) Pressure vessels for which contracts for renovation or major repair were signed in accordance with the \"original regulations\" prior to October 1, 2016, may continue to undergo renovation or major repair in compliance with the technical specifications specified in those contracts. (IV) For design documents that were completed prior to October 1, 2016 and need to be continued to be used in manufacturing (except those covered under item (II) of this paragraph), the parts of the design documents that are inconsistent with the provisions of the “New Solid Content Regulations” shall be modified.
Since we are from Jiangsu Province, I’m not sure if there are any requirements; currently, the old versions are not allowed to be used. The main issue is that the warranty certificates lack QR codes, and as for this traceability identifier, what does it refer to?
So the warranty card for my previous board still has a barcode, right? It’s just that the warranty card for the replacement unit doesn’t have any barcodes or QR codes

But what I mean is... what should be done? Well, reputable manufacturers, especially those that take over manufacturing, actually don’t have the capability... but for now we have to use the old ones
The manufacturer doesn’t have those containers, and the manufacturing unit is also unable to provide them. The factory’s quality assurance system should determine which materials are currently unavailable with labels; communication should be held with the relevant inspection authorities, and implementation should be suspended for now.
