Is a mixture of benzene and toluene considered moderately hazardous or highly hazardous?

According to HG/T20660-2017, toluene is classified as a medium-hazard substance, while benzene is considered a highly hazardous substance. My question is: is a mixture of the two also classified as a highly hazardous substance? The cylinder is made of 12mm thick Q345R steel plates; however, since the operating pressure is 0.07 MPa, it is classified as a vessel under normal pressure. The design pressure is 0.25 MPa, at a temperature of 120 degrees. So, does the cylinder need to be inspected sheet by sheet? I hope the experts here can give me some advice!

Media should be classified as extremely hazardous. Although it falls outside the scope of inspection under fixed-volume regulations, a design pressure of 0.25 MPa does not mean it is a vessel at atmospheric pressure; it still needs to be designed and manufactured according to the 150 standard.
