Internal leakage in plate heat exchanger

Material should be: titanium. Operating time: 3 years. Operating temperature: hot phase – above 90°C for high-concentration waste leachate; cold phase – steam. Operating pressure: none
There is now internal leakage; I would appreciate it if experts could suggest a solution to address this issue
Generally, plate exchangers come in two sets – can’t it be switched to the other set?
Both groups are in use simultaneously; there are leaks now, and I don’t know how to troubleshoot them.
If using a coloring agent to find leaks, could you recommend one?
High-pressure fluid leaks into the low-pressure medium, and then it is analyzed to determine whether components of the low-pressure medium contain high-pressure fluid!
