Use a large tower on-site, with openings made at the bottom for modification

A filler tower with a diameter of DN5300 and a height of around 60 meters is currently in use; it is now necessary to add an opening with a diameter of DN2000 at an elevation of around 13 meters； There is no filler at the opening; how should design and construction be approached?
The design unit only provided reinforcement for the openings, and the construction team dared not proceed with the work.
The reinforcement for the opening must meet the required standards; such a large opening, relative to the diameter of the housing, falls into the category of large openings. It is best to use analysis software to simulate it.
