The installation location and function of stiffeners?

The stiffeners should be made under the floor slab. The steel beams in the picture should be changed to steel columns.
Why change? Steel beams are flat and steel columns are vertical, right?
The picture shows the reinforcement under the platform decking (checkered board). If required by the drawing, a reinforcing rib must be added at intervals of no more than 1m. There is nothing wrong with the steel beams supporting the platform slabs.
