Loading and unloading of flammable liquid tankers

Must a tank truck carrying flammable liquids be emptied completely before it can be put on the road? Are there any specific regulatory requirements?
Right? It’s not possible, is it? It seems like they weigh people when they enter and leave, right?
The storage tank is already full; you want to empty it, but there’s no place to do so. That can’t be right, right?
