Issues regarding pressure vessel manufacturing licenses in TSG 07-2019

I would like to ask everyone: The newly issued TSG 07-2019 introduces changes to the licensing requirements for pressure vessel manufacturing. The previous license category (A2) for low and medium pressure vessels of Category 3 has been changed to (A2) for other high-pressure vessels. The previous license categories of Category 1 pressure vessels (D1) and low and medium pressure vessels of Category 2 (D2) have been combined into one category (D) for medium and low pressure vessels. Can it be understood that those with a Class D license can also manufacture medium and low pressure vessels of Category 3?
It should be like this according to the regulations.
The current system doesn’t classify by container type; let’s differentiate instead based on pressure
Class D pressure vessels include three categories of medium and low-pressure equipment as well as Class D1 and D2 pressure vessels. Class A2 belongs to the three categories of high-pressure equipment; however, requirements exist regarding diameter size and whether the vessel has a single layer or multiple layers of coating
Whether it is possible to produce medium and low-pressure products of the three categories depends mainly on whether your company obtains a Class D certificate during the certification process – that is, a certificate without any restrictions or with only limited restrictions stated on it. Some of the new Class D certificates come with parentheses indicating what tasks can be performed
It means that nothing is specified, and the prototype was designed for low voltage category 2. According to the previous approval requirements, I understand that even though it isn’t stated, it’s not possible to use it for low voltage category 3.
