Relationship between special equipment manufacturing license and production license

Our factory has a piece of equipment that needs to be registered with the Special Equipment Inspection Center. The inspection center stated that a manufacturing license for special equipment is required, but the manufacturer provided a production license for such equipment. I would like to know the difference between a manufacturing license and a production license for special equipment, and whether the scope of activities covered by the production license includes those covered by the manufacturing license
