Cleaning of fin tubes in composite air coolers

Our company has just installed air cooler equipment. I’m worried about how to clean the fin tubes of the air coolers after they have been in use for a long time. Using a high-pressure water gun only allows cleaning of the upper two layers; it’s very difficult to clean the fin tube bundles in the middle and lower sections.
