Question regarding the scope of the 47041-2014 standard for tower containers

Dear friends, I am now planning to design an adsorption tower with a height-to-diameter ratio of less than 5. According to the requirements of standard 47041, should I follow Appendix E for the design, or do I also need to consider other wind loads and similar factors? Is it only the seismic load that needs to be taken into account according to Appendix E? Thank you all!
The instructors in the first design specialist training course in 2021 said that for towers with a height-to-diameter ratio of <5, wind loads can be ignored. So, you can follow Appendix E.
