Alloy steel pipes crack after heat treatment

After heat treatment of the high-pressure alloy steel pipes (1 1/4Cr-1/2Mo) in the newly installed unit, cracks were found in the pipes. What caused this? Have any teachers encountered this situation?
Are there any defects inherent in the pipeline during its fabrication?
There are specific welding specifications for CrMo steel; preheating before welding and post-weld heat treatment are required, with strict temperature control
Is there a certain relationship with humidity in the welding specifications, given that it had just rained not long before welding these pipes? Temperature control during heat treatment should be fine, as it is all controlled by a program.
