Consultation on phosphating of metal surfaces

There is a question that requires an expert’s answer: When carrying out metal surface treatment, normally, the two ingredients shown in the diagram are mixed together to form a paste, which is then applied to the surface of Q345 steel. After about half an hour, once it has dried, the paste is wiped off, and the surface turns red; this color does not change over time. But what I manage to create now is a dark red color; over time, it oxidizes and turns black. I was wondering if there are any experts in metal surface treatment who can answer my questions.
Is this phosphating? No need to heat it up?
