Inner lining bulging issue

Hello everyone. How can we resolve the issue of bulges in the PE lining of steel-lined PE equipment?
Once a bulge has formed, there’s nothing that can be done about it; the lining has separated from the base material, and it’s not clear whether there is liquid inside the bulge
There is no solution for this bulging inner lining; it has to be replaced
Once it bulges, it becomes unusable. If it operates under positive pressure, it can still be used to some extent; but if it operates under negative pressure, it can’t be used at all.
How do bulges form? Was the interlayer gas not completely removed? What process is used for steel-lined PE? (I’m no expert, haha:lol)
