I’m new to project management; the previous administrator has left, and I want to ensure that each user in PDMS has permission to work on their own SITE only, without being able to access other people’s SITES. Currently, as long as a user joins a team, they can operate on all sites; without joining any teams, they have no access to the entire world. I need experts’ guidance! ! ! Thank you!

PDMS uses Teams to control permissions; the user corresponding to you should belong to a different team
Different users already belong to different teams, but except for the members of a team, no one else can perform any operations; the members of a team can operate on all sites
