How to sample ammonia water

In our plant, the ammonia concentration in the denitration solution was 22% upon arrival at the plant, but it dropped to 14% after it entered the tank. Why is there such a large difference? (There is a low liquid level in the tank.) Is there a large difference in concentration between the bottom and top of the tank truck? Are there any special requirements for sampling?
When ammonia water is left standing for an extended period, it will separate into layers, with a higher concentration in the upper layer and a lower concentration in the lower layer. Check whether the sampling point is located in the lower layer, or mix the ammonia water thoroughly before taking a sample.
Explain why? I don’t think there’s much of a difference, actually
