Circulating water was successfully introduced into the system; preparations for starting up Ningxia’s third fertilizer production plant are now in full swing. On February 28th, with the successful introduction of circulating water into the system, the company’s third fertilizer production plant entered the phase of preparation for operation. At this critical stage of the battle to control the epidemic, the company mobilized all its staff, calling on them to unify their thinking and strengthen their confidence. It ensured strict coordination in the startup process of the three fertilizer production units, and took advance preparations for production to create the necessary conditions and provide support for the commencement of operations in these units. Whether the goal of successfully commissioning the three fertilizer production units and ensuring their safe, stable, and efficient operation can be achieved is crucial for fulfilling the company’s annual production and operational targets. Under the leadership of the Production Operations Department, the relevant units, while emphasizing the prevention and control of the epidemic, strictly follow the \"list-based\" system for planning and implementation, and carry out all necessary preparatory work before starting up the facility in terms of processes, equipment, as well as safety and environmental protection. Coordinate and oversee the progress of all preparatory work. As the main force behind startup, the various departments of Fertilizer Plant No. 3 strengthened their organization and took proactive action to carry out various PSSR tasks within their jurisdiction, such as the calibration of instrument valves and interlocks, inspections of safety accessories, and pressure testing to detect leaks in pipelines, ensuring that there are no \"gray areas\" in the safety checks prior to startup, and that any issues are resolved as soon as they arise. Progress is being made steadily on 189 planned maintenance tasks, 60 additional planned tasks, as well as the completion of 163 anti-freezing projects, to ensure that all facilities at the site are in good condition and ready for use at the start of operations. Conduct thorough inspections on site to identify potential safety hazards, carry out comprehensive checks to ensure that gas suppression and prevention equipment is in good condition and ready for use. Strengthen supervision and oversight at the site, address any issues identified immediately, and enhance risk identification to ensure that safety and environmental protection are fully under control. At the same time, emphasis is placed on training staff on their duties, strengthening the correction of potential hazards and substandard practices on site, and urging employees to maintain a high level of readiness to drive at any time. Complete the commissioning of the circulating water system efficiently and in an orderly manner. The water system is the first stage in the commissioning of the plant. The Production Operations Department took proactive action and completed on time 6 key technical renovation projects, including the installation of pipelines for interplant fluid transfer and additional fire suppression nozzles. It also met the scheduled deadlines for inspecting and verifying 59 heat exchange units, valves on 138 pipelines used for fluid transfer between different systems, and the explosion-proof plates of 22 safety valves, in addition to carrying out adjustments to all interlock signals. During the water intake process of the unit, the \"Start-up and Shutdown Operation Procedure Instructions\" system is strictly implemented to ensure that the start-up process remains under control throughout. The progress of the key maintenance projects is proceeding in an orderly manner. Currently, the reinstallation of the feedwater preheater E1802 for the fourth boiler, which is a key maintenance project, has entered the lifting phase. Other important maintenance tasks, such as the repair of pump P8001C and the renovation of the boiler deaerator, are also in progress. Although there are numerous maintenance tasks, the construction site remains well-organized and efficient, ensuring that key maintenance projects such as the reinstallation of E1802 are completed to high standards and quality, thus laying a solid foundation for the stable operation of the facility after it is put into use. Simultaneously, tasks such as the debugging of the DCS alarm system, instrument circuits, and valve calibration are carried out in an orderly manner. While the overall progress of construction moves forward steadily, various preliminary verification tasks are also being carried out simultaneously. Fertilizer Plant No. 3 and the Electrical and Instrumentation Department implement strict list-based management to calibrate and test the DCS alarm system as well as all instrument control valves on site; each item is confirmed by the relevant responsible person’s signature. A detailed list has been prepared of the issues identified, such as stuck control valves, failure to operate, and abnormal signal indications; the electrical and instrumentation department has been coordinated to conduct inspections and make corrections based on this list provided by the branch plant. The equipment department keeps track of the progress of repairs to prevent the recurrence of similar problems. In accordance with the start-up plan, the relevant units carry out various tasks at the designated milestones, while strengthening safety supervision and risk prevention, so as to advance the start-up and commissioning of the third fertilizer plant in a steady manner.
