In accordance with the requirements set out in the document \"Opinions of the Ministry of Water Resources on Further Deepening the ‘Streamlining Administration, Delegating Powers, and Improving Services’ reform and Strengthening Soil and Water Conservation Supervision\" (Shuibao [2019] No. 160), this project is managed under a commitment-based system. The production and construction unit selected experts from the provincial water administration department’s expert database for soil and water conservation plans to conduct a technical review of the \"Soil and Water Conservation Plan Report for the Energy-Saving and Environmentally Friendly Technology Upgrade Project of the Ammonia Synthesis System.\" These experts issued an approval opinion stating that the review was successful; therefore, our department will not organize any further technical evaluations. In light of the experts’ opinions, the following decisions are made: 1. General overview of the project: The Energy-Saving and Environmentally Friendly Technology Upgrade Project for the Ammonia Synthesis System is located in Banwei Village, Yanbei Sub-district, Yongan City. The main components of this project include the construction of a new 220,000 tons per year ammonia production facility using isothermal shift technology, a low-pressure methanol synthesis unit, an ammonia synthesis unit, as well as the conversion of one of the existing synthesis systems into another type of refining unit for hydrocarbons (alkanes). The total land area of the project is 8,976㎡, with a total building area of 1,000㎡. The land occupied by buildings is 861.36㎡, while the green space area is 216.28㎡, giving a green space ratio of 2.41%. The project consists of the main structure, road works, landscaping, temporary works, and other supporting facilities. The total duration of the project was 34 months; work commenced in March 2015 and was completed in December 2017. It involved the submission of a supplementary soil and water conservation plan. The total investment in the project amounted to 153.639 million yuan, of which 7 million yuan was allocated to civil engineering works. The total investment in soil and water conservation measures amounts to 103,200 yuan. Of this amount, 26,600 yuan is invested in engineering measures, 8,000 yuan in vegetation-based measures, 22,400 yuan in temporary measures, 34,500 yuan in separate expenses, 2,700 yuan as a basic contingency fund, and 8,976 yuan for soil and water conservation compensation. 　　II. General Comments on the Soil and Water Conservation Plan 1. The soil and water conservation assessment regarding the location of the main project is generally approved; this plan is basically feasible. 　　2. Generally agree to apply the first-level standards for construction projects in terms of soil and water loss control standards. 　　3. It is generally agreed that the scope of responsibility for preventing soil erosion in this project is 0.90 hm2. 　　4. Generally agree to the zoning for soil and water loss control in the project and the corresponding control measures for each zone. 　　5. It is generally agreed that the total investment in soil and water conservation for this project is 103,200 yuan, of which the amount allocated to soil and water conservation compensation is 8,976 yuan. 　　6. Generally agree with the schedule for the implementation of the soil and water conservation plan. 　　III. The following tasks should be given priority in project construction: 1. In accordance with the approved soil and water conservation plan, carry out the engineering design for the subsequent stages of the project, strengthen management activities such as construction organization, and effectively implement the \"three simultaneities\" system for soil and water conservation facilities. 　　2. Implement all soil and water conservation measures strictly in accordance with the plan requirements. All types of construction activities must be strictly confined within the designated area; it is strictly prohibited to arbitrarily expand the scope of land occupation, disturbance, and damage to the surface vegetation. Soil erosion that may occur during construction must also be strictly controlled. 　　3. Thoroughly carry out monitoring and supervision of soil and water conservation measures for the project, to ensure the quality and schedule of the related construction work. 　　4. Regularly report to our bureau and the affiliated soil and water conservation supervision agencies on the implementation of the soil and water conservation plan, and submit to the supervision and inspection by the water administration authorities. 　　5. In the event of significant changes in the project location, scale, area, or volume of earthwork and stonework, or if there are major alterations to the soil and water conservation measures during the implementation of the soil and water conservation plan, it is necessary to promptly supplement or revise the plan and submit it to our bureau for approval. 　　IV. Acceptance of soil and water conservation facilities 1. In accordance with the \"Notice by the Ministry of Water Resources on Strengthening Supervision During and After Project Implementation and Standardizing the Independent Acceptance of Soil and Water Conservation Facilities for Production and Construction Projects\" (Shuibao [2017] No. 365), prior to the commissioning of this project, it is necessary to promptly organize the independent acceptance of the soil and water conservation facilities and submit the relevant acceptance documents to our department. Production and construction projects shall not be put into use if the soil and water conservation facilities have not been inspected or have failed the inspection. 　　2. In accordance with the requirements set out in the document \"Opinions of the Ministry of Water Resources on Further Deepening the ‘Streamlining Administration, Delegating Powers, and Improving Services’ Reform and Strengthening Supervision over Soil and Water Conservation\" (Shuibao [2019] No. 160), the procedures for acceptance and reporting are simplified. For projects that operate under a commitment system or a reporting system, it is sufficient to submit only the acceptance certificate for the soil and water conservation facilities; moreover, the acceptance committee for such facilities must include at least one expert from the provincial water resources administration’s expert database. 　　 Yong’an City Water Resources Bureau 　March 11, 2020
