I. Project Overview
1. Name of the construction project: Technical Transformation Project for the Upgrading of the Industrial Chain
2. Summary of the project: The project is located in the Economic Development Zone of Yiyuan County, within the existing premises of Shandong Heli Tai Chemical Co., Ltd. No new land will be acquired; instead, 3,074 m2 of additional building space will be created. 60 sets of domestic equipment, including carbon dioxide compressors, carbonization towers, DCS control systems, and automatic fire suppression systems, will be purchased. A solution tank farm to support the 135,000 tons/year (in concentrated form) *ao acid an solution production facility will be constructed; an explosion-proof control room for the *ao acid an/nitro compound fertilizer production facility will be built. Additionally, modifications will be carried out on the automatic stacking machines used for *ao acid an packaging, as well as on the fire sprinkler systems in the *ao acid an packaging area. The production capacity for nitro compound fertilizers will be restored to 150,000 tons per year, and the existing ammonium bicarbonate production facility will undergo technical upgrades. Upon completion of the project, by converting the production capacity of solid *ao acid an into nitro compound fertilizers and ammonium bicarbonate, it will be possible to produce 300,000 tons of nitro compound fertilizers and 120,000 tons of ammonium bicarbonate per year. Through these modifications, safety risks associated with the production and storage of *ao acid an are reduced at the source, thereby improving the company’s safety standards in production; the total investment for this project is 33.08 million yuan. In accordance with the relevant provisions of the Environmental Protection Law of the People’s Republic of China, the Law of the People’s Republic of China on Environmental Impact Assessment, the Regulations on Environmental Protection Management for Construction Projects, and the Catalogue for Classified Management of Environmental Impact Assessments for Construction Projects, an environmental impact assessment report must be prepared for this project. Shandong HeliTai Chemical Co., Ltd. entrusted Shandong Wenhua Environmental Protection Technology Co., Ltd. to carry out the environmental impact assessment for this project. The results of the environmental impact assessment will serve as one of the bases for **departmental approval of projects and decision-making. II.
