Hualu Hengsheng Company was rated as an “A-grade enterprise in the performance assessment for industries critical to emergency response during heavy pollution episodes”. On October 21, the website of the Dezhou Ecology and Environment Bureau announced that Hualu Hengsheng Company had successfully passed the assessment and been classified as an A-grade enterprise in this regard, becoming the only company in Shandong Province in the coal-based nitrogen fertilizer industry to achieve such a rating. To actively address severe air pollution while minimizing its impact on enterprises’ operations, on June 29, the Ministry of Ecology and Environment issued the \"Technical Guidelines for Formulating Emergency Emission Reduction Measures for Key Industries in Cases of Severe Air Pollution\" (2020 revised edition). This guideline enables the classification of industries based on their performance, so that differentiated emission reduction measures can be established to meet local requirements regarding emergency emission reductions. The Guidelines detail the implementation rules for evaluating the environmental performance of 39 key industries, classifying enterprises into four performance levels: A, B, C, and D. Enterprises that meet the A-level standards are exempt from taking measures such as production restrictions or shutdowns to reduce emissions during periods of severe pollution warnings. This policy is positive in helping enterprises improve their environmental management capabilities and optimize their development environment; it represents a rare opportunity for our company. Upon receiving the instructions from higher authorities, the Production Department immediately established a preparatory team for the application regarding the performance grading in cases of severe air pollution. This team consisted of a leadership group, an environmental protection management group, an environmental protection improvement group, a on-site management improvement group, and a vehicle management group. The Environmental Protection Department was responsible for coordinating all activities, carefully considering the opinions of experts from provincial, municipal, and industry levels. In strict accordance with documents such as the \"Technical Guidelines for Formulating Emergency Emission Reduction Measures for Key Industries during Severe Air Pollution\", the \"Technical Guidelines for Emergency Management of Mobile Sources in Key Industries during Severe Air Pollution\", the \"Shandong Province Standards for Performance Grading Management of Key Industries during Severe Air Pollution\", and the \"Dezhou City Implementation Plan for Performance Grading of Key Industries during Severe Air Pollution (Trial)\\", various tasks were broken down and implemented in detail to facilitate the application process. The production department conducts comparisons in terms of process standards, pollution control technologies, emission limit controls, management of uncontrolled emissions, monitoring and surveillance systems, leak detection and repair procedures, environmental management practices, as well as transportation methods and supervision, identifies any gaps, and makes thorough preparations to ensure that all aspects meet the requirements of the review. “During that period, the staff from the Environmental Protection Department worked overtime voluntarily, and all departments in the Production Department collaborated closely. On October 8, the site audit by the expert team from the Shandong Provincial Department of Ecology and Environment was successfully completed; the application documents were filed with the Ministry of Ecology and Environment. On October 21, the results of the evaluation and audit were published on the official website of the Dezhou Municipal Bureau of Ecology and Environment. The successful application by companies in key industries subject to emergency measures during periods of severe air pollution, which were rated as Class A in terms of performance, further demonstrates the company’s excellent environmental management capabilities. This has ensured the company’s stable production during such periods, achieving the best balance between environmental benefits and economic benefits. While maintaining stable production, the company will also strengthen environmental protection measures by applying higher standards and stricter requirements, taking on more social responsibilities, and contributing to further achievements in the ecological civilization development of Dezhou City.
