The energy efficiency review for Ningxia HanTang Energy’s 500,000-ton/year methanol-to-ethanol project and related industrial chain integration was rejected. On August 19, 2021, the Development and Reform Commission of the Ningxia Hui Autonomous Region, after conducting a review, decided not to grant approval for Ningxia HanTang Energy Technology Co., Ltd.’s “500,000 tons/year methanol-to-ethanol project and related industrial chain integration” initiative. The decision is clear: after review, it was found that Yanchi County in Wuzhong City failed to meet the energy consumption control targets set for the 13th Five-Year Plan period. It did not comply with the provisions of the State Council’s Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 13th Five-Year Plan period, the Ningxia Hui Autonomous Region’s Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 13th Five-Year Plan period, and the Management Measures for Energy Efficiency Reviews of Fixed-Asset Investment Projects in the Ningxia Hui Autonomous Region. Therefore, in accordance with the Energy Conservation Law of the People’s Republic of China, the Management Measures for Energy Efficiency Reviews of Fixed-Asset Investment Projects, and the aforementioned management measures for Ningxia, a decision was made to deny approval. On March 12, 2021, the launch ceremony for Hantang Energy’s 500,000 tons per year methanol-to-ethanol production project and related industrial chain integration was held in Gaoshawo Town. According to the information available, Ningxia HanTang Energy Technology Co., Ltd. plans to invest a total of 2.185 billion yuan in the HanTang Energy project, which aims to produce 500,000 tons of ethanol per year through methanol conversion, as well as to integrate various related processes. The construction of this project will take place over three phases, with distillation and extractive distillation methods being used primarily to carry out the green and efficient separation of purchased waste alcohol using a low-carbon alcohol-water mixture, thereby enabling the recycling of hazardous waste. Project Overview: Ningxia HanTang Energy Technology Co., Ltd. is located in Block 3 of the Industrial Park in Yanchi County, Ningxia Hui Autonomous Region. The plant facilities under this project consist of 5 units in total: a 500,000-ton/year methanol to ethanol production unit, a 1.2 million-ton/year aromatic compounds processing complex, a 400,000-ton/year heavy oil hydrogenation and upgrading unit, and a 600,000-ton/year mixed alcohol separation unit. The 500,000-ton/year methanol-to-ethanol plant comprises a 100,000 Nm3/h natural gas-to-syngas unit, a 100,000 Nm3/h syngas separation unit, an 800,000-ton/year carbonylation unit, a 500,000-ton/year hydrogenation unit, as well as a 500,000-ton/year separation and compression unit. The 1.2 million tons/year aromatic compound complex includes a 120×104 tons/year naphtha hydrogenation unit, a 30×104 tons/year alkane dehydrogenation unit, a 25×104 tons/year aromatic extraction unit, and a 10,000 Nm3/h PSA unit. The 400,000 tons/year heavy oil hydroprocessing unit includes a 5,000 Nm3/h methanol-to-hydrogen unit, a 60×10^4 tons/year feedstock pretreatment unit, and a 40×10^4 tons/year heavy oil hydroprocessing unit. The total land area of the project is 789,600 m2, with a total investment of 2,185,430,400 yuan.
