Bidding Conditions This bidding project relates to the construction and installation of the gas power platform and comprehensive utilization project of syngas within the Hualu Hengsheng (Jingzhou) Co., Ltd. campus. The funding for this project comes from internal sources, with 100% of the costs being covered by the company itself. The bidder is Hualu Hengsheng (Jingzhou) Co., Ltd. The project is now ready for bidding, and public bidding will be conducted for it. II. Project Overview and Scope of Bidding 1. Project Overview: Project Name: Construction Project for the Gas Power Platform and Comprehensive Utilization of Syngas in the Hualu Hengsheng (Jingzhou) Co., Ltd. Industrial Park Project Number: 0627-2240030011 Location of the project: No. 1 Hengsheng Road, Coal, Electricity, Port, and Chemicals Industrial Park, Jiangling Economic Development Zone, Jingzhou City, Hubei Province. Scope of work: As specified in the scope of bidding. Source of funds: Self-funded. 2. Scope of Bidding and Division into Bid Sections: Bid Section 1: Coal gasification unit area. Coal gasification unit: Coal transportation facilities in the coal gasification area (crushing building, piers 00211A/B/C/D/E/F/J/K/H/L, coal transportation substation, flushing water station, circular coal yard), installation of the No. 2 circulating water station, and civil engineering works for the external pipe corridors outside the five-ring design ； Raw material storage 701, slurry preparation 702, coal gasification 703, ash water treatment 704, sedimentation tank 714, internal pipe racks in the facility, cabinet rooms and power distribution rooms in Area 5, temporary slag yards, as well as other supporting utility equipment, steel structures, process pipelines, electrical systems, instrumentation, civil works, and installation tasks. Warranty for the above content. The installation sections are arranged according to the general layout shown in the attached section breakdown. Bid Section 2: Installation of the 1# hyperbolic cooling tower and the 1# mechanical cooling tower in the air separation unit area, as well as the civil works for the external pipe gallery outside the five-ring structure ； Warranty for two air separation units, backup systems, utility tunnels in the plant area, public utility equipment supporting the substation in Area 2’s cabinet room, steel structures, process pipelines, electrical systems, instrumentation, civil works, and the installation of the aforementioned items. The installation sections are arranged according to the general layout shown in the attached section breakdown. Bid Section 3: The external pipe gallery for the entire plant in the Fifth Ring Road Design – Section west of the north-south road on the west side of the gasification and urea plants, including equipment, steel structures, process pipelines, electrical systems, instrumentation, and installation work. The detailed coordinate of the division points shall be subject to the contact note; the construction of oxygen pipelines is not included in this bid section, and no warranty is provided for the aforementioned items. For details regarding the outer pipe area, please refer to the attached overall layout diagram of the bid area. Bid Section 4: Wuhuan Design – Entire Plant External Pipe Gallery B. Wuhuan Design – Entire Plant External Pipe Gallery B: The external pipe gallery located to the east of the road running north-south on the west side of the gasification and urea plants, including equipment, steel structures, process pipelines, electrical systems, instrumentation, and installation work; this includes the pipe gallery in the southern area as well as the external pipe gallery leading to the dock and the plant’s wastewater treatment station. The external section does not include steel structures. The exact coordinates of the division points are specified in the correspondence letter. This bid section covers the installation of oxygen pipelines for all sections of the entire plant’s external pipe galleries, as well as the warranty related to the aforementioned works. For details regarding the layout of the external pipe areas, please refer to the attached plan showing the division of the bid area. Bid Section 5: Purification Unit Area – Purification units include Transformer 705AB, Low-temperature Methanol Wash Unit 706AB, Sulfur Recovery Unit AB, Cryogenic Station AB, CO cryogenic separation unit, CO2 compressor, liquid sulfur loading station, sulfur packaging plant, sulfur storage warehouse, Cabinet Room and Power Distribution Room in Area 3#, utility equipment supporting the facility, steel structures, process pipelines, electrical systems, instrumentation, civil works, installation, maintenance, as well as the installation of the central control room and the civil work for the external pipe racks outside the five-ring design; warranty for all the items mentioned above. The installation sections are arranged according to the general layout shown in the attached section breakdown. Bid Section 6: Synthesis and Distillation Unit Area – installation of ammonia synthesis AB units, liquid ammonia storage tanks, saturated monohydric alcohol production units, intermediate tanks for saturated monohydric alcohols, DMF production units, DMF pressure tanks, DMF atmospheric pressure tanks, 5# refrigeration station, machine rooms and substations in Areas 1# and 4#, 1# and 2# chemical warehouses, hazardous waste temporary storage areas; civil works and installation related to the utility tunnels in the unit area; as well as 3# circulating water station, pipeline burial building, vehicle parking area, C02 storage tanks, food-grade C02 production units, vehicle loading/unloading stations. The warranty and installation tasks for the above items are covered according to the bid section layout provided separately. Bid Section 7: Acetic acid plant area – the acetic acid plant, acetic acid intermediate tank area, acetic acid finished product tank area, auxiliary utility equipment such as pipelines within the plant, steel structures, process pipelines, electrical and instrumentation systems, civil works, installation work, as well as the civil engineering components of the external pipelines outside the five-ring design; warranty for the above-mentioned items. The installation sections are arranged according to the general layout shown in the attached section breakdown. Bid Section 8: Urea Plant Area – includes the urea plant, packaging building, trestle, walkways within the plant, as well as utility equipment, steel structures, process pipelines, electrical systems, instrumentation, civil works and installation tasks. It also covers the installation of the No. 4 circulating water station and bag storage facility, along with the civil work for the external pipe galleries outside the five-ring design. The installation work shall be carried out in accordance with the layout plan specified in the attached bid section details. Bid Section 9: Parts of the South and North areas of the plant, including comprehensive office buildings, canteens, fire stations, central laboratories, substations in the area in front of the plant, fire water stations, condensate purification facilities, comprehensive warehouses, changing rooms, torch systems (EPC for torch systems), sewage treatment facilities, comprehensive warehouses, raw water purification stations, demineralized water stations, cabinet rooms in the South area, 10KV substations for demineralized water, raw water, and sewage treatment, maintenance buildings, maintenance workshops, project warehouses, utility tunnels within the plant area, as well as other facilities; supporting utility equipment, steel structures, process pipelines, electrical and instrumentation installations, and the civil works related to the external utility tunnels – warranty for all the above-mentioned items. The installation sections are arranged according to the general layout shown in the attached section breakdown. Bid Section 10: Installation and warranty for fire alarm systems, telecommunications, surveillance, and public address systems throughout the plant. 2.3 Construction period: 18 months for Bid Section 1 ； Bid section 2: 16 months ； Bids 3 and 4: 12 months ； Bids 5 and 6: 16 months ； Bid section 7: 14 months ； Bids 8 and 9: 16 months ； Section 10: 8 months, with the specific start date subject to the employer’s start-order. III. Qualification requirements for bidders 1. Bidders shall be enterprise entities registered in China with independent legal person status, and possess the ability to assume civil liability independently ； It has the status of a general taxpayer. Valid business license, tax registration certificate, organization code certificate, bank account opening permit, and certificate of corporate credit rating (issued by a bank or third party) (color scanned copy or photocopy with the company seal attached). 2. The bidder must have sound financial conditions; for Bids 3, 4, and 9, a registered capital of 100 million yuan or more is required, for Bid 10, a registered capital of 50 million yuan or more is required, while for Bids 1, 2, 5, 6, 7, and 8, a registered capital of 500 million yuan or more is required. The bidder must also provide a complete annual balance sheet and income statement for the previous year, demonstrate good banking credit and commercial reputation, not be in a state of suspension or bankruptcy, and have assets that have not been restructured, taken over, or frozen ； 3. Qualification requirements: Bid Section 10: Grade II or above professional contractor for mechanical and electrical equipment installation works ； **License for installing (repairing, testing) electrical facilities of level 4 or above issued by the Electricity Regulatory Commission ； Second-class or higher professional contracting qualification for fire protection facilities engineering ； It must simultaneously meet the requirements of items a, c, d, and e below. (Large-scale lifting projects are not taken into account) ； Bids 3, 4, and 9 meet the requirements of items a, b, c, and e below. For Bids 1, 2, 5, 6, 7, and 8, the following qualification requirements must be met: a) An enterprise entity registered in China with independent legal person status ； b. Possess a first-class qualification for general contracting of petrochemical engineering projects, and a second-class or higher qualification for general contracting of mechanical and electrical installation projects ； First-class or higher qualification for general contracting of construction projects. c. Possess a valid work safety license issued by the administrative department in charge of construction ； d. At least 3 projects in the past five years involving the construction and installation of large-scale coal chemical or petrochemical facilities (by \"large-scale\" is meant projects or main units with a capacity of 1 million tons of methanol, 5 million tons of oil refining capacity, 600,000 tons of ethylene production capacity, 300,000 tons of propylene production capacity, 500,000 tons of synthetic ammonia production capacity, 1 million tons of coal-to-oil production capacity, 1 million tons of urea production capacity, 100,000 tons per year of air separation capacity, 200,000 tons per year of acetic acid production capacity, 500,000 tons of coal-to-olefins production capacity, or higher) ； On the basis of the above performance, there must be 2 projects involving large-scale lifting operations in the past five years; the technical supervisor must have experience in managing technical aspects related to chemical plants within the past three years. It possesses the necessary construction capabilities in terms of personnel, equipment, funds, etc. e. Joint bids are not accepted for this tender, and sub-contracting or assignment is not permitted. 4. Other qualification requirements specified in the tender documents; in the event of any discrepancies between the qualification requirements stated in this announcement and those described in the tender documents, the latter shall prevail. 5. The ability to perform the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, and appropriate personnel ； 6.
