On January 29, the Party Committee of the China Petroleum and Chemical Industry Federation organized on-site reports on the work related to party building by the heads of grassroots party organizations. Li Shousheng, Secretary of the Party Committee and President of the Petrochemical Federation, said at the meeting that 2017 was a year in which significant efforts were made to strengthen the Party Committee’s governance, ideological development, organizational structure, work style, and discipline within the Petrochemical Federation. During this year, the Petrochemical Federation not only achieved full coverage of Party organizations in 52 companies, but also strengthened the education of 1,171 Party members across the entire system, resulting in significant progress in the comprehensive and strict governance of the Party. “For the Party committee of the federation, the greatest achievement in 2017 was the full coverage of Party organizations within the Petrochemical Federation. ”Li Shousheng emphasized that among the 52 professional associations under the management of the Petrochemical Federation system, 11 of the originally managed associations did not have party organizations. In 2017, the Party committee of the federation, following the principles of \"similar industries, related business activities, and adjacent geographical locations,\" adopted various approaches such as regional joint establishment, dispatching personnel for assistance, forming partnerships, collaborative development among peers, and leadership-driven development, in order to focus on establishing party organizations. This effort eliminated any gaps in party organization coverage within the federation’s system, achieving full coverage. Another significant advancement in Party building within the Petrochemical Federation in 2017 was the comprehensive strengthening of party member education through the implementation of three large-scale learning and educational initiatives. The first is the “Study the Party Constitution, Study Party Regulations, and Be a Qualified Party Member” learning and education campaign. With the deepening and normalization of learning, as well as the holding of thematic life meetings, 1,171 Party members from 100 Party branches within the organization system of the federation have strengthened their Party consciousness. The second is the political inspection by the State-owned Assets Supervision and Administration Commission of the State Council. This inspection lasted for over three months, and the inspection team put forward 22 corrective measures in four categories in its feedback, providing the Party committee of the Petrochemical Federation with a practical and vivid lesson on strict governance over the party. The Party Committee of the Petrochemical Federation regards the implementation of rectifications resulting from inspections as a key political task, ensuring that all 22 recommendations in these four areas are addressed and that responses are provided for each one of them. This inspection and rectification not only strengthened the institutional and organizational development of the Federation’s Party committee, but also addressed the weak points in the grassroots party building within the Federation’s Party committee. Third is the study and promotion of the Party’s *spirit*. The Party Committee of the federation made careful arrangements for party organizations at all levels to study, publicize, and implement the Party’s guidelines, focusing on in-depth study and discussion of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thereby sparking a wave of activity aimed at studying, publicizing, and implementing these guidelines within the organization. The organizations of the federation, various professional associations, and the Party organizations in affiliated enterprises and institutions have all made studying the spirit of ** a priority in their Party-building work for 2017. Media outlets such as the China Chemical Industry News and the ** Petroleum and Chemicals Network have given top priority to promoting this spirit, thereby sparking a wave of enthusiasm for it across the entire industry. Li Shousheng emphasized that 2018 is the starting year for implementing the relevant guidelines, the 40th anniversary of reform and opening up, a crucial year for securing comprehensive success in building a moderately prosperous society and bridging the gap between the previous and subsequent phases of the 13th Five-Year Plan. It is also a year in which the oil and chemical industry must carry out tasks such as transformation and upgrading, innovative development, green development, and efforts related to the Belt and Road Initiative. The Party Committee of the Petrochemical Federation must focus on five key aspects of Party building work: First, to continue to study and implement the Party’s guiding principles in depth, with particular emphasis on studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Second, to keep working on strengthening the construction of grassroots Party organizations, so as to fully leverage the vanguard role of Party members and the role of these organizations as strongholds for Party work. Third, to use strengthened Party building efforts to drive greater progress in various business activities within the industry, thereby helping China transition from a major petrochemical country to a powerful one, and contributing to the overall goal of building a moderately prosperous society in all respects. Fourth, to continue to improve work styles and make the “Study the Party Constitution, Study Party regulations, and Be a qualified Party member” education program more regular and systematic. Fifth, to further strengthen the leadership teams of Party committees and grassroots organizations, and encourage party secretaries at these levels to carry out regular assessments and summaries of their work in Party building. At the meeting, Liu Shuangxin, Secretary of the Party Committee of China Chemical Industry News, and Cao ZhanGao, Secretary of the Party Committee of the China Nitrogen Fertilizer Industry Association, delivered reports on the party building work carried out by their respective organizations in 2017. Li Shousheng and Gong Zhigang, head of the Party Building Department of the Industry Associations Bureau under the State-owned Assets Supervision and Administration Commission, provided on-site comments and summarized the achievements over the past 17 years.
