How is the air cooling tower (packed tower) in an air separation unit designed?

I am currently designing an air cooling tower (packed tower) for an air separation unit, which is to be cooled using circulating water. I’m not sure how to approach this design – where can I find information on the design methods for such towers?

Last year, I built an internal fill air-cooled tower using φ1500 fiberglass pipes for cooling concentrated acid; I searched for some information on this. (The site has limited space; everything available is being reused, and I didn’t examine it carefully.) The tower was made smaller, and with a large amount of acid being added, there isn’t enough cooling capacity; so it has to be used in a makeshift manner
