Objects and contents of the inspection 1. For *ao acid an manufacturing enterprises, focus is placed on the progress made in addressing the issues identified during the first two rounds of special safety inspections; also, attention is given to the formulation and implementation of customized improvement measures for each such enterprise. 2. For the five types of key hazardous chemicals involving explosives, special inspections are carried out on liquid chlorine production enterprises, chemical enterprises that use liquid chlorine in their production processes, and liquid chlorine trading enterprises with storage facilities. These inspections focus on the airtightness of storage tanks and buildings, the interlocking functionality between leakage alarm devices and absorption systems, as well as the proper condition of the universal piping filling systems ； Pay special attention to the assessment of reaction safety risks in the nitration process and the use of those assessment results, the location of the control room away from the equipment, as well as the restrictions on the number of workers on site; also check whether the automated control and alarm interlock functions are functioning properly ； Special attention is paid to inspecting manufacturers of nitrocellulose, potassium chlorate, and sodium chlorate, as well as chemical enterprises that use these substances in their production processes. Additionally, safety measures in the storage phase are examined for businesses that handle nitrocellulose, potassium chlorate, and sodium chlorate and have storage facilities. 3. For enterprises with major hazardous sources of hazardous chemicals, key inspections are carried out on the safety of tank farms and warehouses containing such sources, as well as on the integrity and effectiveness of fire protection facilities and equipment. It is also checked whether the monitoring data related to major hazardous sources of level 3 and 4 are fed into the risk monitoring and early warning system. For each major hazardous source, it is ensured that the enterprise’s main responsible person, technical responsible person, and operational responsible person have clearly defined responsibilities for oversight and control. Additionally, progress in addressing the hazards identified in the previous round of inspections is reviewed ； At the same time, check the implementation of the joint supervision mechanism for enterprises with major hazardous sources of hazardous chemicals by the emergency management departments and fire and rescue agencies in various cities divided into districts. 4. Enterprises involved in the storage and transportation of explosive hazardous goods, as well as ports, docks, storage yards, and chemical industrial parks that deal with such goods. The public security authorities focus on investigating and regulating the implementation of systems related to explosive hazardous chemicals, the licensing process for the sale and purchase of liquid chlorine, as well as the registration of information regarding their flow. The environmental protection department focuses on identifying and addressing safety risks in the collection, disposal, and storage of hazardous waste by 5 types of enterprises, including those dealing with phosgene and liquid chlorine. The transportation sector focuses on identifying and addressing safety risks in various transportation and storage facilities such as ports, docks, logistics parks, and storage yards that involve explosive hazardous goods. The customs authorities focus on checking the implementation of regulations regarding the supervision of the import and export of explosive hazardous goods. The Safety Committee Office of Jiangsu Province coordinates the advancement of the third round of special inspections and rectifications, and conducts supervision and inspections of the work carried out by various cities under its jurisdiction as well as relevant provincial departments. The third round of inspections carried out by the Safety Committee Office of Jiangsu Province builds on the first two rounds of specialized safety inspections and rectifications. It serves as a review and oversight of the implementation of the issues identified in previous inspections, and it represents a more thorough examination.
