It seems to be heavy oil, so steam tracing is the preferred option. DN20 pipes, with a steam pressure of 0.5~1.0; steam traps are installed every 30 to 50 meters.

If the plant has a steam heat source, using the low-pressure or low-low pressure steam resulting from the flash evaporation of medium-pressure steam is the most economical option ； But that’s a different matter if there is no steam source in the factory. The advantage of electric heating is that it provides a stable and continuous heat source, such as for heating the fuel system in heavy oil steam boilers. Personal opinion.
Taking everything into account, factors such as the length of the main pipeline and the availability of a steam heat source come into play; if the distance is around ten kilometers, a separate high-pressure main pipeline for steam needs to be installed.
