Flow rate of Class B flammable liquids in pipelines

I have a question for the teachers: What is the maximum flow rate allowed for Class B flammable liquids in pipelines? From a safety perspective and in terms of pressure drop, which standards have regulations on this matter?

Chemical Process Design Manual, 5th Edition, provides recommended flow velocity values for common media: oils and liquids with high viscosity: 0.5~2 m/s. Can it be greater than 2 m/s? What is the maximum?
