If the main component of the project is some other unit other than the NMP purification unit, with the latter accounting for only a small portion, and the owner wishes to submit the application under the \"other\" category, then it is necessary for the project owner, in consultation with the local authorities in charge of planning, development, safety, environmental protection, as well as relevant experts, to determine which category should be used for submitting the application, based on the type of the main unit.

This is a common issue; many industries other than non-metal manufacturing and battery production also face this problem. Solvents are used to cut costs, and companies install their own distillation and purification systems to recycle them. However, since the entire facility does not constitute a chemical manufacturing plant, it can be registered as an auxiliary chemical construction project intended to support battery production.
