For example: In 2021, GB*****-2008 was the valid standard, and the feasibility study was approved based on that standard. In 2022, during the preliminary design review, the standards were upgraded (without the involvement of the project owner). By 2023, during the construction phase, it was discovered that the standards had been upgraded and that the original 2008 standards were no longer valid. What do people usually do in such situations?
