The Department of Industry and Information Technology of Shandong Province recently released the list of distinctive industrial clusters in Shandong Province for the year 2025, with 35 such clusters being selected. Among them, the chemical industry cluster performed exceptionally well in this evaluation. Among the 35 selected clusters, 7 are industrial clusters related to the chemical industry chain; these 7 clusters exhibit strong competitiveness in terms of industrial scale, technological innovation, green development, and industrial chain coordination. 01 Jinggong Petrochemical New Materials Specialized Industrial Cluster in Hekou District, Dongying City: Leveraging the resources of the Shengli Oil Field and its existing petrochemical industry infrastructure, Hekou District has developed a specialized industrial cluster focused on fine chemicals and polymer materials. The cluster focuses on high-end resins, specialty rubbers, and functional chemicals, and achieves full coverage of the entire process from crude oil to high-value-added new materials through the extension of the industrial chain. For example, Lihua Yi Group adopts a dual-feedstock system of crude oil and propane, develops the industrial plastic industry chain involving PC and ABS, and expands into new energy fields such as solvents for lithium battery electrolytes. Companies achieve direct supply of raw materials through a \"supply across partitions\" model; for example, the partnership between Dongying Yimeide Chemicals and Lihua Yi Group has significantly reduced logistics costs and improved collaborative efficiency. In addition, the estuary area actively introduces clean energy sources such as wind and solar power to promote a green and low-carbon transformation of the petrochemical industry. 02 Longkou City’s High-End Chemical and New Material Industry Cluster: Led by Yulong Petrochemical and Daon Group, this cluster focuses on high-value products such as modified plastics, bromine-based flame retardants, and high-end pigments; its output value reached 8 billion yuan in 2022. Leveraging the Yulong Island refining and chemical integration project, the cluster develops industrial chains for polyolefins and engineering plastics, and in collaboration with the New Materials Technology Industrial Park, it advances industries such as high-end composite resins and specialty rubbers. Leveraging its advanced polymer materials technology, the Dawn Group’s products such as titanium dioxide and biodegradable plastics are widely used in the automotive and electronics industries. Longkou City has implemented a \"chain leader system\" to enhance industrial coordination, encouraging upstream and downstream enterprises to form an integrated ecosystem of \"R&D – production – application\", and it is leveraging the Huawei Digital Economy Industrial Park to accelerate the intelligent transformation of the chemical industry. 03 The High-End Rubber Products Industry Cluster in Yanzhou District, Jining City: With Huaqin Group as its core, Yanzhou District is striving to become a global leader in the high-end rubber industry; products such as steel cord and specialty tires occupy prominent positions in both domestic and international high-end markets. Huachen Investment has invested 10.2 billion yuan in building a high-end rubber new materials industrial park, where advanced international equipment is used to produce high-performance steel cord to meet the demands of tires for new energy vehicles. The cluster builds a complete industrial chain through the \"rubber + equipment + R&D\" model, and relies on policies aimed at helping enterprises advance to drive intelligent upgrades, such as the digital transformation of Pirelli’s radial tire production lines. In addition, Yanzhou is actively advancing low-carbon rubber technologies and developing sustainable materials to support the green transformation of the industry. 04 Jinxian County’s High-End Chemical Industry Cluster: The Jinxian County New Materials Industrial Park is based on coal chemical processing, and it develops high-tech industries such as fluorosilicon materials and biomedicine. The total investment in this park exceeds 86 billion yuan, with 76 enterprises operating there, including 12 listed companies. The park ensures project quality through a strict \"three-tier evaluation\" mechanism; for example, the silane coupling agents developed by Shandong Silico New Materials fill a gap in China and are used in the insulation layers of spacecraft ； Jingchang New Materials’ project to produce 60,000 tons of carbon fiber per year contributes to the development of a nationally leading chemical industry hub. The park has also established an intelligent environmental protection system to achieve unified supervision of waste types, and improved infrastructure such as docks and utility tunnels in order to reduce corporate operating costs, thus creating a collaborative development model that combines ecology and industry. 05 Pingyuan County’s High-Efficiency Compound Fertilizer Industry Cluster: With Enbao Biology and Xinyi Pharmaceutical as key players, Pingyuan County has developed a compound fertilizer industry chain with an output capacity of tens of millions of tons; the domestic market share of its alginic acid-based functional fertilizers amounts to 80%. Enbao Biology, in collaboration with the Chinese Academy of Agricultural Sciences, is establishing a **-level demonstration site for new types of fertilizers to promote the development of efficient fertilizers ； Xinyi Pharmaceutical’s high-end active pharmaceutical ingredient projects further extend the industrial chain. The cluster integrates technologies in areas such as lithium-ion new materials from Lianhua Technology and green pesticides from Hengdong Biology, thereby creating a diversified business structure that includes fertilizers, pesticides, and new materials. Pingyuan County adopts a \"chain leader system\" for targeted investment attraction, and sets up a \"five-one\" service team to accelerate the implementation of projects; for example, it took only 5 months for the agricultural innovation park to go from signing the contract to starting operations. 06 Yanggu County’s Chemical New Materials Industry Cluster: This cluster focuses on products such as rubber additives, chip packaging materials, as well as PE and PVC-based water supply and drainage pipes. Its market share is continuously increasing, and the industry holds a certain level of competitiveness in China. Driven by leading enterprises such as Yanggu Huatai, Bomi Technology, Yanggu Huaxin, Shunda Plastics, and Dongxin Plastics, well-known trademark brands such as Yanggu Huatai, Huaxintai Ge, and Shouhuren have emerged. 07 Caoxian Rubber and Aditives Specialized Industrial Cluster: This cluster comprises 17 enterprises engaged in tire manufacturing, aditives production, and the development of rubber-based medical protective products. In 2024, its output value reached 10.7 billion yuan, with 7,086 people employed there. It currently has 2 manufacturing enterprises that have been recognized as national champions in their respective fields, 1 enterprise classified as a “little giant” enterprise with specialized skills, 4 enterprises characterized by specialization and innovation, and 7 high-tech enterprises.
