On August 5, the contracts for the overall project management, technical leadership, and certain basic design services related to the Sino-Singapore CNPC Datong Coal Chemicals Datong High-End New Materials Integration Project were made public. Supplier (Party B): Hualu Engineering Technology Co., Ltd.; contract amount: 18,000,000 yuan. On July 1, the results of the bidding for the general design office, chief technical supervisor, and certain basic design services for Sino-Singapore New Energy Chemicals’ Datang Tuolun High-End New Materials Integration Project were made public. Winner of the bid: Hualu Engineering Technology Co., Ltd. The original coal-to-methanol production capacity of Datang Inner Mongolia Dolun Coal Chemical Co., Ltd. was 1.68 million tons per year of methanol. The shell (now AP) dry coal powder gasification technology was used to produce the gas feedstock for methanol synthesis, while the Lurgi low-pressure methanol synthesis technology was employed to produce methanol itself. The gasification units and shift units are all of three series, while the low-temperature methanol washing unit, methanol production unit, sulfur recovery unit, etc. are of a single series. This coal-to-methanol capacity-expansion upgrade project requires carrying out upgrades to remove bottlenecks based on the existing methanol production facilities; improvements are needed for the gasification unit, air separation unit, shift converter unit, low-temperature methanol washing unit, methanol synthesis unit, methanol distillation unit, sulfur recovery unit, as well as the supporting utilities (water, electricity, gas, steam, cooling capacity, etc.). Construction content: Technical upgrades to remove bottlenecks in the coal-to-methanol facility (including gasification units, air separation units, shift units, low-temperature methanol washing units, methanol synthesis units, sulfur recovery units, and related auxiliary systems) to achieve a methanol production capacity of 2 million tons per year ； Technical upgrading of the MTP unit: construction of a new DMTP unit with a capacity of 2.1 million tons per year for methanol feed, renovation of the olefin separation unit to make use of existing facilities, and construction of a new 1-butene unit with a capacity of 61,500 tons per year ； Technical upgrade of polypropylene plant (addition of propylene-butylene copolymer and ethylene-propylene-butylene copolymer polypropylene) ； Construction of a new 240,000 tons/year polyolefin elastomer (P0E) plant ； A new 50,000 tons/year ethylene oligomerization (α-olefins) plant is to be built. Datang Inner Mongolia Dolun Coal Chemical Co., Ltd. is located in Dolun County, Xilin Gol League, Inner Mongolia Autonomous Region, and is affiliated with China Datang Group Corporation. The Tonglun coal chemical project came online at the end of 2012. The plant covers an area of 168.5 hectares. In its main production processes, the air separation unit employs the oxygen-nitrogen internal compression process technology developed by Hangyang; the coal gasification unit uses Shell’s dry coal powder pressurized gasification technology from the Netherlands. The low-temperature methanol washing, methanol synthesis, and MTP units utilize Lurgi’s technology from Germany, while the polypropylene unit relies on Dow Chemical’s UNIPOL propylene polymerization technology. The annual production capacity is 460,000 tons of polypropylene (the main product), with by-products including 182,200 tons of naphtha, 36,400 tons of LPG, and 38,000 tons of sulfur.
