On August 20, a tender announcement was issued for the EPC general contracting of the hydrogen production facility through water electrolysis as part of Phase 1 of the olefins, aromatics, and advanced processing project under Shaanxi Coal Group Yulin Chemical Co., Ltd.’s 15 million tons per year demonstration project for clean and efficient conversion of coal into various products. According to the tender announcement, the Olefins, Aromatics and Deep Processing Project of Shaanxi Coal Group Yulin Chemical Co., Ltd.’s 15 million tons per year demonstration project for clean and efficient conversion of coal into different grades (hereinafter referred to as the “Phase II project”) builds upon the Phase I project. By integrating coal pyrolysis, coal/semi-coke gasification, and downstream processing technologies, it aims to further expand and extend the industrial chain, explore new pathways for the combined development of coal-based olefins and coal-based aromatics, and produce four categories of high-value-added products, including high-performance materials, battery electrolyte solvents, biodegradable materials, and special oils. This approach seeks to promote the advanced, diversified, and low-carbon development of the coal chemical industry. Following the principle of \"overall planning and phased implementation,\" the Phase 2 project is divided into Phase 2, Stage 1 projects and subsequent projects. Phase 1 of the second phase of the project focuses on the construction of facilities for producing 5.6 million tons per year of coal-based methanol, as well as 1.5 million tons per year of methanol-derived olefins, along with downstream processing units. These facilities will enable the production of 8 different types of products, including polyethylene, polypropylene, EVA, and SAP, in a total amount of 2.77 million tons per year. The electrolytic water hydrogen production unit is a process equipment component of the first phase of the olefins, aromatics, and advanced processing project under the 15 million tons/year demonstration project for clean and efficient conversion of coal. It is responsible for converting demineralized water from the demineralization station into high-quality hydrogen and oxygen through processes such as electrolysis, separation, purification, and hydrogen compression, to supply them for use in downstream applications. Plant scale: Hydrogen production by water electrolysis, 12,000 Nm³/h of hydrogen ; Oxygen 6000 Nm³/h. Annual operating hours: 8,000 hours. Operational flexibility: The operational flexibility of a single electrolyzer is 60–110%, and the entire system can adjust its load flexibly according to downstream demands. Scope of the bidding: The scope of work for the electrolysis water hydrogen production plant includes: the public systems for electrolysis water hydrogen production (325001), the overall layout of the electrolysis water hydrogen production plant (325002), power supply and lighting for the electrolysis water hydrogen production plant (325004), telecommunications facilities for the plant (325005), anti-corrosion and insulation measures for the plant (325006), analysis and testing services for the plant (325007), the hydrogen production unit (325020), hydrogen compression systems (325021), the refrigeration station (325022), the substation for the electrolysis water hydrogen production plant (325070), the on-site cabinet rooms for the plant (325080), wastewater collection tanks for the plant (325090), the underground pipeline networks for the plant (325003), as well as various supporting auxiliary facilities. Construction period: 608 calendar days. If the total number of calendar days for the construction period differs from the period calculated based on the scheduled date, the total number of calendar days shall prevail. Start date for detailed design: September 30, 2025. Planned start date on site: October 25, 2025. Intermediate project handover date: May 31, 2027.
At this scale, there are only a few companies doing this, both domestic and foreign.
