The EDR-calculated B value for the heat exchanger is too small; can it still be used?

In the design and calculation of the EDR heat exchanger, all other parameters are satisfactory: the heat exchange area provides sufficient headroom, the resistance is low, there is no vibration, and ρv2 meets the requirements; however, the B value simply cannot be adjusted (it is only 0.3). Can this heat exchanger still be used? What will be the result if it’s used? Could the heat exchanger fail to exchange heat adequately?
The EDR software does not issue any warnings whether the ABCEF values in flow analysis are within acceptable ranges or not; does this mean that these values are only recommended and not mandatory?
