On September 1, a tender announcement was issued for the PC general contracting of the 450,000-kilowatt wind power-to-hydrogen and green methanol integration demonstration project in Diaobingshan, Liaoning, by Huaneng Liaoning. According to the tender announcement, the PC general contracting project for the 450,000-kilowatt wind power-to-hydrogen coupled green methanol integration demonstration project in Tiaobingshan, Liaoning Huadian, is located in Tiaobingshan City, Tieling Province, Liaoning Province. The project involves the construction of a 450MW wind farm, transmission lines and step-down stations, connection to the power grid, facilities for water electrolysis to produce hydrogen and for hydrogen filling, plants for the production of 100,000 tons per year of synthetic methanol along with related distillation processes, as well as facilities for the compression and purification of 150,000 tons per year of carbon dioxide. It also includes auxiliary buildings, a central laboratory, a central control room, facilities for storing hydrogen, as well as utilities such as water, electricity, and steam supply systems. Compliance period for the tendered project: September 28, 2025 – June 20, 2027. The scope of the tender specifically includes general construction contracting – PC general contracting (CHDTDZ059/19-ZB-01201): all tasks related to the wind power component of the 450,000-kilowatt wind power-to-hydrogen coupled green methanol integration demonstration project in Tiaobingshan, Liaoning Province (excluding the procurement of wind turbines), as well as the procurement of equipment for the chemical processing section, the transmission lines, and the grid connection system; equipment installation; construction work; long-term land leasing, temporary land use; assistance with permanent land acquisition; handling of various procedures; commissioning, testing, trial operation; handover to operational status; and the warranty period. All these efforts are aimed at ensuring the achievement of the **Quality Project Gold Award**. Joint bids are not accepted for this project.
