Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 2.1.1 Project overview: The **Energy Group Hami Energy Integration and Innovation Base Project** is constructed solely by Energy Group Xinjiang Hami Energy and Chemical Co., Ltd.; the project is located in Balikun County, Hami City, Xinjiang. The project is implemented in accordance with the principles of overall planning and phased construction. In the first phase, a coal-to-oil facility is built, along with supporting facilities such as coal mines (including coal transportation systems), railways outside the plant, water supply and power supply systems, new energy sources, carbon capture, utilization and storage (CCUS) systems, and a production control center. The project covers an area of approximately 411 hectares, and it involves the construction of a total of 19 processing units, including coal-to-oil production facilities, indirect coal liquefaction units, coal gasification units, as well as supporting auxiliary equipment and environmental protection facilities. The products produced include oils, liquid waxes, pitch coke, sulfur, ammonium sulfate, and others. Among them, the nominal capacity of the coal indirect liquefaction unit is 800,000 tons per year. Coal powder is converted into syngas through gasification, shift, and purification units; this syngas, together with hydrogen from PSA, undergoes a Fischer-Tropsch reaction in an oil synthesis unit to produce intermediate oils, which are then sent to oil processing units for further refinement. The main products include: liquefied petroleum gas (LPG), naphtha, NC12, liquid paraffin, environmentally friendly liquid paraffin, and diesel. 2.1.2 Scope of the tender: (1) This tender aims to procure 26 long-cycle and oversized static equipment for indirect liquefaction as part of the **Energy Group Hami Energy Integration and Innovation Base Project (Phase I: Coal-to-Oil Project), including the equipment itself, technical documentation, spare parts, technical services, as well as equipment packaging, transportation, and insurance. The list of procurement items for long-cycle indirect liquefaction and oversized static equipment is detailed in the table below. (2) Scope of supply: The bidder shall supply the long-cycle indirect liquefaction equipment and oversized static equipment in accordance with the requirements specified in the purchase request documents/equipment data sheets/engineering drawings provided by the tenderer, as well as the subsequent detailed design drawings. The specific scope of supply, work requirements, and service interface are detailed in the attached \"Technical Specification Document\". 2.1.3 Division into packages: One tender package is divided into two sub-packages; one sub-package contains 15 units of equipment, with an estimated total weight of 4,789 tons ; The second batch includes 11 units of equipment, with an estimated total weight of 4,904 tons.
