On April 30, 2026, an invitation for bids was issued for the second round of the public bidding process regarding the technical licensing, preliminary design, and technical services related to polyethylene elastomers for the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project in Yulin. The total investment in the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project in Yulin is 79.836 billion yuan. Relying on the associated coal mines and coal processing plants, this project aims to develop integrated initiatives for the production of new materials and new energy through the hierarchical and differentiated utilization of coal. Scope of the tender and division of bid sections (packages): Patent technology licensing, process packages, training, preliminary design, and technical services for polyethylene elastomers (including α-olefin preparation and ethylene tetrapolymerization technology) in the Yulin Chemical Industry Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project. Project location: North Area of Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, Shaanxi Province. Project components: This project covers key areas such as coal liquefaction, coal gasification, naphtha-methanol coupled cracking, MTO, polycarbonate production, and coal-based biodegradable materials; it includes a total of 38 process units, along with corresponding storage and transportation systems, utility facilities, and auxiliary equipment. Product portfolio: This project yields a wide range of products, including coal-based specialty fuels such as coal-based jet fuel and coal-based diesel, gasoline, coal liquefied asphalt, as well as coal-based biodegradable materials. It also produces fine chemicals such as xylene, mixed aromatics, and polycarbonates. At present, the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project (Phase I) has been successfully completed and put into operation. It includes five main projects such as coal liquefaction, coal gasification, oil-alcohol co-refining and downstream processing, MTO and downstream processing, and coal-based biodegradable materials, along with the supporting auxiliary facilities. Among these: the coal gasification section maintains the original methanol production capacity of 2.1 million tons per year, while the production capacities of coal gasification and air separation are increased accordingly to meet the hydrogen demand of the coal liquefaction section. This includes facilities such as 4x100,000 Nm3/h air separation units, 930,000 Nm3/h coal gasification units, shift and acid gas removal units, 400,000 Nm3/h hydrogen purification units, and a methanol synthesis unit with a capacity of 2.1 million tons per year. The coal liquefaction section is new content, namely a new coal direct liquefaction production line with an annual capacity of 2.16 million tons, including a coal liquefaction unit with an annual capacity of 4.8 million tons (based on the amount of raw coking coal processed), a hydrogenation stabilization unit with an annual capacity of 8 million tons (based on the amount of raw material processed), and a hydrogenation reforming unit with an annual capacity of 2 million tons (based on the amount of raw material processed), among others. The MTO and downstream processing units will have their production capacities reduced by half compared to the original levels; accordingly, the downstream production scales and product portfolios will be adjusted. This includes reducing the capacity of the MTO unit from 1.5 million tons per year to 750,000 tons per year, increasing the capacity of the polypropylene unit from 200,000 tons per year to 360,000 tons per year. The polyethylene unit will shift from producing low-density polyethylene (350,000 tons per year) to high-density polyethylene (340,000 tons per year). The production of ethylene oxide and propylene oxide derivatives will be discontinued, while the production of ethylene propylene diene monomer and ultra-high molecular weight polyethylene will be increased. The olefin co-refining and downstream processing sections are new additions; specifically, high-value-added processing units for naphtha derived from coal liquefaction have been added, including units for the methanol-coupled cracking of naphtha with a capacity of 2 million tons per year. The coal-based biodegradable materials section represents new content; that is, processing and production facilities for coal-based biodegradable materials have been added, utilizing methylbutane and n-butane produced as by-products in the plant. These facilities are capable of producing 50,000 tons per year of polycarbonate butylene glycol ester (PBC) and 160,000 tons per year of polybutylene succinate (PBS), among other products.
