Should exhaust valves be installed on the inlet and outlet pipes of plate heat exchangers?

I hadn’t paid attention to this issue before; why aren’t there exhaust valves installed on the inlet and outlet pipelines of the plate heat exchangers in those devices? What principle? What rule is that? Don’t plate heat exchangers need to be vented?
Plate heat exchangers also require exhaust ventilation, which is usually done at the higher point! It is recommended to carefully check whether there are vent drains on the pipes; some of these vent drains may be located far away from the heat exchanger
If the medium can flow to the container by gravity and no on-line maintenance is required, a low-point vent is not necessary.
