Questions about single tank and single dike

With this design, there are fire dikes all around, with additional partitions in the middle, giving it a grid-like appearance. The fire dikes are designed to be 1.2 meters high, while the partitions are 0.8 meters high. Wouldn’t it be very troublesome to enter and exit the tank area? Would many steps need to be installed? The inlet and outlet pipes continuously pass through the dike. What should be the height of the dike? Is it the same for all?
It seems that’s just how the regulations dictate it; I don’t know which expert set it, but it’s not practical
The height of the dike is calculated based on your storage tank!
This is arbitrary behavior by the security agency; it’s not mandated by any regulations, and the scope is unclear. It represents a crude and improper approach to handling the issue, which is quite problematic.
Yes, it’s a document issued by the Work Safety Administration; the regulations for the petrochemical industry aren’t like that. The main issue is that the project owners are unwilling to do it, and it depends on whether a special review will approve it
