Article 2 These Provisions shall apply to the safety management and supervision of new construction, renovation, and expansion projects for the production and storage of hazardous chemicals within the People’s Republic of China, as well as chemical engineering projects that generate hazardous chemicals (including projects for the construction of long-distance pipelines for hazardous chemicals; hereinafter collectively referred to as construction projects). If it is the production and storage of non-hazardous chemicals, but there are machinery and electronics factories that generate hazardous chemicals, then this regulation does not apply, right?
